The Parliamentary Standing Committee on the Ministry of Law wants two changes in the draft bill on the formation of the Election Commission (EC). A report has been submitted to the National Assembly recommending the matter.
On Wednesday (January 26), committee chairman Shahiduzzaman Sarkar presented the report of the bill in Parliament.
It is learned that the committee has recommended changes in the qualifications and disqualifications for the appointment of Chief Election Commissioner and Election Commissioner.
Law Minister Anisul Haque raised the much-discussed 'Chief Election Commissioner and Election Commissioner Appointment Bill-2022' in Parliament last Sunday.
In the bill raised in the parliament, the section on qualifications of CECs and commissioners stated "In order to become a CEC and a commissioner, he must have at least 20 years of working experience in any important government, judicial, semi-government or private position." The Parliamentary Standing Committee has recommended the addition of 'autonomous posts or professions' in addition to private posts.
In addition, in case of disqualification, it has been recommended to bring changes in section 6 (d). The article said, "If he is convicted of a criminal offence of moral turpitude and sentenced to at least two years imprisonment, he cannot become a CEC or a commissioner. In other words, a person convicted of a criminal offence of moral turpitude for any term will not be eligible to be appointed as CEC or Election Commissioner.
As per the rules of Parliament, now Law Minister Anisul Haque will propose to pass the bill in the next sitting of Parliament.
